- Sect 3 (1) It shall be the duty of the minister to draw up within two years of the coming into force of this Act, and in consultation with the National Roads Authority, a National Road Traffic Reduction Plan which will show what measures are in his or her opinion necessary to achieve the following road traffic volume targets. Namely:(b) by the year 2005, the total road traffic miles not exceeding 90% of those of 1997;
- (c) by the year 2010, total road traffic miles not exceeding 80%, of those of 1997.
Dundalk Cycling Alliance Comments
Does the absence of safe cycle lanes at various motorway junctions help to reduce the volume of car traffic through these junctions? Please show us how this target will be achieved?
In your plan of the various motorway intersections Minister, please show us how road traffic volume reductions using alternative modes of transport, such as, cycling and walking, is to be encouraged?
Will this result in the necessary 20% reduction in traffic from townlands and villages outside of the Dundalk Motorway?

- 38. (1) A road authority may, in the interest of the safety ___ of road users,
- 38. _(9) ____ provide ___ traffic calming measures which facilitate the safe use of public roads by different classes of traffic (including pedestrians and cyclists)

What effective traffic calming measures are the NRA and Louth County Council going to put in place in view of the 21 or so fatal accidents that have already taken place over twenty years on the Castleblaney road? Will cyclists, of all ages, be any safer on this new motorway bridge and inter section as they travel to the local secondary school or the local rugby pitch? Will any traffic calming measures be put in place to make this part of the Castleblayney road any safer?
Were the officials or the senior engineer in Louth County Council ever aware of the safety concerns for cyclists at the former Ballymascanlon Roundabout? If so, did they communicate these concerns to officials in the NRA prior to or during the design of the new Ballymascanlon Roundabout?
On the other hand- it's not really possible to implement Section 38 of the 1994 road traffic act if the County Louth officials were "unaware" of these safety hazards.
In an effort to address any safety awareness problem by the officials, the County Councillors at local area meetings have clearly communicated the safety concerns at this roundabout. Furthermore they have passed motions calling for actions in this regard. Having therefore achieved consensus and having created an awareness that there is a need to "facilitate the safe use of public roads (Ballymascanlon Roundabout) by different classes of traffic (including pedestrians and cyclists)" The Cycling Alliance are hopefulthat we may yet, some day, cycle safely through the Ballymascanlon roundabouts. |

- 17. (2) In the performance of its (National Roads Authority) functions__ the Authority shall consider the need of all road users.
- 68. (2) (a) A road authority may construct (or otherwise provide) and maintain a cycleway.

"Does the National Roads Authority include cyclists among "all" the road users? Why were "all road users" such as cyclists from areas such as Kilkerley, Kilcurry, Lordship, Ravensdale and Knockbridge - that lie outside the new Motorway around Dundalk, not considered by the authority during the planning of the various Motorway junctions and bridges?
The Castleblaney Road Motorway Bridge and Roundabouts were not provided with a safe cycle lane, in spite of letters and meetings with the contractors for the Celtic Roads Group many months before the junction was finally designed. The County Councillors also passed a motion in support of this issue.
